You must have completed the story "Skill: Secondary Weapon Proficiency Rank E".

Steps to Completing:

1.	Talk to Aodhan at the Mercenary Outpost.

2.	Obtain 20 Fine Small Bombs. Two Fine Small Bombs are crafted with 1 Iron Ore, 1 Leather, 1 Gunpowder, 2 Spider Webs and 500 Gold. In all, you need 10 Iron Ores, 10 Leathers, 10 Gunpowders, 20 Spider Webs, and 5,000 Gold.

3.	Talk to Aodhan at the Mercenary Outpost.

Make 20 Fine Small Bombs and take them to Aodhan.
